Rule and Policy Change Procedure

Proposals for rule and policy changes must be submitted in writing on this form to the local league coordinator (LLCs) by July 31st

Proposals, rebuttals or comments will not be accepted if not accompanied by this form, and incomplete forms will not be accepted. Requests must be received by 11:59 pm on the date listed below. Proposals received after the deadline will not be considered for review during the current Championship Year.

  • The LLCs will provide the captains with all the proposals two-weeks before the scheduled Captain’s Meeting and will add the proposals to the Captains' Meeting Agenda for discussion.
  • Any rebuttals and comments to the rule & policy change proposals may be submitted in writing on this form to the LLCs one-week prior to the scheduled Captain’s Meeting.  Rebuttals and comments received by this date will be circulated to captains for their consideration prior to the final vote.
  • Captains are responsible for presenting all rule and policy change proposals to their team members for consideration.
  • Captains for the upcoming championship year or the captain’s designated representative may vote on the proposed changes on behalf of their team.  Only one vote per team will be allowed.
    All voting forms must be received by the LLCs at the Fall Captains' Meeting.
  • A proposal must carry a majority vote to pass, which is one half (1/2) of the total number of eligible captains plus one.
  • Within two-weeks following the Captains' Meeting, the LLCs will send a communication listing the status of the rule and policy change proposals to all captains registered for the current championship year. '
  • All rule changes will be updated in the local rules and posted on the Western Massachusetts Website
